further to the south now in charles countynd king george in the northern neck of virginia as well as in southern maryland and coming out of the northern neck of virginia. now some of the rainfa totals around the region have already been over three inches. we could have up to as many as 7 inches by the time this all ends. we've seen that in southern maryland, all these cnties in red have had flooding this morning and we have that flood warning continuing into this afrnoon, all those counties in red. look at the rainfall totals we've had three to four inches in our western to northern suburbs, over 2 1/2 inches in washington. look at southernmaryland. 7 1/2 inches. annapolis has had 6.7 inches of rain and this total amount is only going to increase. we have a tornado watch in effect. veronica johnson joins me from storm center 4 with the latest on that. >> indeed, a lot of circulation in the atmosphere and with that circulation the possibility of not only severe thunderstorm warnings in effect right now but those tornado warnings like we saw earlier today. not just here but if you h

in north carolina as it moves away from the coast, it's going to continue to worsen at virginia beach as well as ocean city, maryland and cape maine, new jersey. the storm is at the bulk of it. you can see on the satellite, i'll loop it for you. the bulk of the system was well to the west. it's 100 miles east of virginia beach. it's the outer most bans on the western side coming through the areas on virginia beach. even the northern neck. it's a category two. it's going to pick up speed. cape cod and nantucket will get the worst of it before moving away. right now, northeast at 16 miles per hour. the watch and advisories remain up. i'm expecting, barbara, i know you are trying to make it there this weekend. winds 60 miles per hour in cape cod. we'll tell you what to expect where the showers are east of 95. >> did they say the islands off massachusetts could take a direct hit? >> not a direct hit but more rain. two to four inches of rain if not more in somexd areas. >> we'll check in with you again. hurricane earl could keep drivers home. you could avoid delays by traveling before noon

to the virginia coast. news 4 midday begins right now. >>> good morning and welcome to news 4 midday. it's wednesday, the 1st of september, 2010. hurricane earl is barreling toward the east coast. bob mcdonnell has declared an emergency today. right now the storm has set its aim on north carolina. some tourists along the outer banks have been evacuated. more evacuation orders are possible as earl approaches. earl has been downgraded it a category 3 storm, but it's still a potentially powerful hurricane. we begin our coverage with tom kierein who has been tracking the storm for days. >> it did weaken a little bit overnight and that's good news and also the track changed overnight. the forecast track from the tropical depreks center coming up here, right now as we take a look at this view over the last 12 hours, this is a live view from the beach. there are clouds developing ands surf is not too bad. beautiful first day of september there for now, but this same scene by thursday afternoon and evening and into friday is going to be all different because there is earl. you can see sort of a

amtrak routes between virginia's tidewater area and newport news have been canceled because of the coming storm. these are live pictures from wrightsville beach, north carolina. many tourists and residents have left north carolina's outer banks. it's still unclear how close the strongest winds and heaviest surge will get to north carolina's fragile chain of barrier islands. tom is here now to tell us what he sees going on right now and some changes happening as we speak. >>> it looks like the winds are picking up at wrightsville beach. you can see the camera bouncing around, and the surf is getting rougher at wrightsville beach, north carolina. well, let's take a look across the tropical atlantic. we've got three named storms. we've got the major hurricane earl and then far to the south and east of that is a rather disorganized tropical storm, fiona. and that, though, is showing a little more organization as it moves off to the north, and that will likely stay way out to sea and not threaten the atlantic seaboard. farther to the east is gaston. it is a tropical storm and it's heading due
